I don’t know Agogo – JB killer
Daniel Asiedu, the 19-year-old man in police custody over the death of Joseph Boakye Danquah-Adu, the New Patriotic Party (NPP) Member of Parliament (MP) for Abuakwa North in the Eastern Region, has denied conspiring with Vincent Booso (another accused person) to kill the lawmaker.
According to Augustines Obour, lawyer for the accused persons, his interaction with Asiedu aka Sexy Don Don had revealed that he does not know Booso aka Junior Agogo.
He told a magistrate court, presided over by Stephen Owusu that Daniel Asiedu had told him that he (Asiedu) does not know Agogo “from Adam.”
Mr Obour argued that the prosecution, led by Superintendent Francis Baah, must tell the court the circumstances under which Agogo was joined to the case and the source of the information in which the accused allegedly confessed to the crime.
The defence lawyer said it was the duty of the prosecution to also tell the court the meaning of the word “assistance” in its facts sheet.
He stated that the prosecution ought not charge the accused persons without substantiating same by law.
Mr Obour contended that the prosecution had failed to tell the court whether Agogo had made a confession statement to the police, insisting that the police had no evidence connecting Agogo to the crime.
He said the prosecution ought to provide evidence that indicates that a duplicate docket of the case had been forwarded to the AG for advice, stressing that the court had gone past the stage where prosecutors came to court with the mantra “the AG said.., the AG said…”
Rebuttal
However, Supt. Baah said a duplicate docket of the case had been forwarded to the Attorney General’s Department.
He explained that the AG had in a letter dated May 12, 2016 written to the prosecution to clarify some issues in respect of Daniel, adding that any response from the AG would be in respect of the two accused persons in the case.
Touching on the issues raised by Obuor, the police officer noted that the lawyer was only dragging the court back in respect of the issue of what specific assistance Agogo offered to Daniel.
He said the court had in its previous sittings ruled on the matter, which was clear.
The prosecutor said Agogo, who was on the police wanted list, was arrested as well as one Avenger.
Supt. Baah argued that there were a lot of people in the street wondering why the police only arrested Agogo and brought him to court if his name was not mentioned by Daniel Asiedu.
The prosecutor held that Agogo assisted Daniel to go through the gate of the late MP and also kept watch at the gate.
Supt. Baah maintained that the court was not the forum to tender the statements of the accused, stressing that Agogo had not denied his involvement in the murder of the late MP.
The senior police officer said there is nowhere in the world where defence lawyers in a trial have compelled the prosecution to disclose their sources of information. He said that even if the court was so minded to order same, it had to be done in chambers.
Sitting continues on June 16.
Daniel Asiedu has been slapped with murder while Agogo faces a charge of abetment of crime contrary to his earlier charge of conspiracy to murder.
In the case of Agogo, the prosecution held that he at about 1am on February 9, this year, at Shaishie, East Legon in Accra, abetted Daniel to commit murder.
Man curses Mahama over June 3rd disaster cash
A man who lost his wife and child in the June 3rd fire and flood disaster has invoked curses on President John Mahama and his appointees for not compensating him for the loss.
A livid Emmanuel Owusu claimed a year after the disaster; he has not received any money from government as promised.
This, according to him, amounts to 'wickedness' thus has invoked curses on the nation’s leaders to also suffer the same fate.
Government has earmarked GH?4 million to survivors and relatives of the victims of the catastrophic incident believed to have claimed about 150 lives.
An amount of 100 Ghana cedis will be paid per household for the next three months through the Ministry of Gender and Social Protection.
Over 8,000 households across the country including Western, Ashanti, Volta and Central regions will also benefit from the donation.
Though some of the victims have received their cash donations, Mr. Owusu in an interview on Adom TV said he has been neglected.
“I buried my wife and child the same day and my life has never been the same. I’m now in debt because government has refused to support me” he fumed.
Emmanuel Owusu is predicting a more serious disaster if nothing is done about his current predicament.

Floods In France Cause 'National Catastrophe'
French President Francois Hollande is to declare
a state of "natural catastrophe" after the River Seine swelled to
levels not seen in more than three decades.
The emergency measure, expected to be declared next week,
will unlock millions of euros in compensation payments to homes and
businesses left severely damaged by flooding across Paris.With the Seine expected to stay five metres above normal levels for several days, neighbourhoods across the capital are braced for evacuations - and many landmarks are already shut down.

FIFA has revealed details of the contracts of Mr Blatter, former general secretary Jerome Valcke and ex-finance director Markus Kattner one day after Swiss police raided the organisation to seize evidence.
The raid included searches of the office of Mr Kattner, who was sacked last week.
The Swiss attorney general, Michael Lauber, opened criminal proceedings against Mr Blatter last September, and against Mr Valcke in March.
Both men are suspected of criminal mismanagement of FIFA money.
They both deny wrongdoing, but were banned for six and 12 years respectively by FIFA's ethics committee.
No additional criminal proceedings have been opened against Mr Kattner.
"Additionally, FIFA will refer the matter of these contracts and payments to the Ethics Committee for its review," FIFA said in a statement.
The organisation has been trying to redeem its name ever since a raid on a Zurich hotel last year that saw the arrest of seven FIFA officials at the centre of a US investigation.
Around 40 individuals and two companies face charges in the US over more than $200m (£137.4m) in bribes paid for television and marketing contracts.
In a separate probe, Swiss police have been investigating the bidding process for the 2018 and 2022 World Cup, which went to Russia and Qatar respectively.
French prosecutors indicated this week they could also look into the 2022 bidding process.
Gianni Infantino became the new FIFA president in February in a bid to stabilise the organisation, and vowed to lead world football into a new era of "transparency" and "honesty".
But he has already faced scrutiny himself.

In a new interview with 'Star Tell' she opens up on her new religious life, how she met God, the retreats she holds and having to ditch wearing trousers, dreadlocks and jewellery.
Ozokwor has now come out to deny the claim that she is now a woman of the faith and has no time for Nollywood. "Yes, God told me to dress like this. He never told me to stop acting. Don’t mind all those people who are lying.
They can lie on a person who is alive much more a person who is dead. I never stopped acting, my fans gave me Mama Gee, Gee for General, I love my fans and I will still be in films" she said in a recent interview.
In her interview with Star Tells two weeks ago she revealed how God spoke to her to be a voice for him all over the world.
According to the site "[Patience Ozokwor] normally organises a personal retreat for herself in the first few days of the new year, when it was time to have her 2016 retreat, she heard the voice of the Holy Spirit telling her to fast for 21 days, she complained that she have so many projects to handle, Endorsements and movies to shoot within that period, and the Lord extended it to a 30 days fast due to her complaints.
During this fasting period, The Lord revealed to her, how she will be a voice for him all over the world, how people’s attention will be channeled from her image on Nollywood to The Gospel.
"She said one of the things God warned her on, was her dressing and appearance. She said that Putting on Makeup, wearing Jewelry and putting on Trouser as a Lady is wrong, she said that she has been preaching to colleagues in Nollywood, but God told her to put off her Dreads, to stop wearing Jewelries and Trousers, that she could have gone to Hell, if she died December 31, 2015 despite the preaching she’s been doing, just because of her appearance."

Yes, It rehappenned in less a catastrophic form less than one month ago.
Member of FEGHADE, Federation of Ghanaian Diaspora in Europe, the Ghanaian Community in France Council (GHACIF) in Partnership with the GDF Ghana Diaspora Fund at a Ghana's 55th Republic Day Celebration and Memorial Service for the victims, last 01/07/2015 at La Briche near Paris, raised a widow's might (monies) for the 3/6/2015 Accra Floods and Fire Victims. The fund was officially handed to the National Disaster Management Organisation of Ghana which was charged to identify living victims and families of dead victims for distribution through their expertise to them. The fund was sent through the Diaspora Office of the Ghana Embassy in France.
That was the second time GHACIF had come to the rescue of flood victims in Ghana. The last one was another 2000euros for Northern Ghana flood victims. GHACIF has sponsored several needy people in GHANA in diverse situations and it continues.

Boxing legend Muhammad Ali dies at 74
Muhammad Ali has died at the age of 74, a family spokesman has said.
The former world heavyweight boxing champion, one of the world's best-known sportsmen, died at a hospital in the US city of Phoenix in Arizona State after being admitted on Thursday.
He was suffering from a respiratory illness, a condition that was complicated by Parkinson's disease.
The funeral will take place in Ali's hometown of Louisville, Kentucky, his family said in a statement.
Born Cassius Marcellus Clay, Ali shot to fame by winning light-heavyweight gold at the 1960 Rome Olympics.
Nicknamed "The Greatest", the American beat Sonny Liston in 1964 to win his first world title and became the first boxer to capture a world heavyweight title on three separate occasions.
He eventually retired in 1981, having won 56 of his 61 fights. The former heavyweight champion was suffering from respiratory problems.
Crowned "Sportsman of the Century" by Sports Illustrated and "Sports Personality of the Century" by the BBC, Ali was noted for his pre- and post-fight talk and bold fight predictions just as much as his boxing skills inside the ring.
But he was also a civil rights campaigner and poet who transcended the bounds of sport, race and nationality.
Asked how he would like to be remembered, he once said: "As a man who never sold out his people. But if that's too much, then just a good boxer. I won't even mind if you don't mention how pretty I was."
Ali turned professional immediately after the Rome Olympics and rose through the heavyweight ranks, delighting crowds with his showboating, shuffling feet and lightning reflexes.
British champion Henry Cooper came close to stopping Clay, as he was still known, when they met in a non-title bout in London in 1963.
Cooper floored the American with a left hook, but Clay picked himself up off the canvas and won the fight in the next round when a severe cut around Cooper's left eye forced the Englishman to retire.
In February the following year, Clay stunned the boxing world by winning his first world heavyweight title at the age of 22.
He predicted he would beat Liston, who had never lost, but few believed he could do it.
Yet, after six stunning rounds, Liston quit on his stool, unable to cope with his brash, young opponent.
At the time of his first fight with Liston, Clay was already involved with the Nation of Islam, a religious movement whose stated goals were to improve the spiritual, mental, social, and economic condition of African Americans in the United States.
But in contrast to the inclusive approach favoured by civil rights leaders like Dr Martin Luther King, the Nation of Islam called for separate black development and was treated by suspicion by the American public.
Ali eventually converted to Islam, ditching what he perceived was his "slave name" and becoming Cassius X and then Muhammad Ali.
In 1967, Ali took the momentous decision of opposing the US war in Vietnam, a move that was widely criticised by his fellow Americans.
He refused to be drafted into the US military and was subsequently stripped of his world title and boxing licence. He would not fight again for nearly four years.
After his conviction for refusing the draft was overturned in 1971, Ali returned to the ring and fought in three of the most iconic contests in boxing history, helping restore his reputation with the public.
He was handed his first professional defeat by Joe Frazier in the "Fight of the Century" in New York on 8 March 1971, only to regain his title with an eighth-round knockout of George Foreman in the "Rumble in the Jungle" in Kinshasa, Zaire (now Democratic Republic of Congo) on 30 October 1974.
Ali fought Frazier for a third and final time in the Philippines on 1 October 1975, coming out on top in the "Thrilla in Manila" when Frazier failed to emerge for the 15th and final round.
Six defences of his title followed before Ali lost on points to Leon Spinks in February 1978, although he regained the world title by the end of the year, avenging his defeat at the hands of the 1976 Olympic light-heavyweight champion.
Ali's career ended with one-sided defeats by Larry Holmes in 1980 and Trevor Berbick in 1981, many thinking he should have retired long before.
He fought a total of 61 times as a professional, losing five times and winning 37 bouts by knockout.
Soon after retiring, rumours began to circulate about the state of Ali's health. His speech had become slurred, he shuffled and he was often drowsy.
Parkinson's Syndrome was eventually diagnosed but Ali continued to make public appearances, receiving warm welcomes wherever he travelled.
He lit the Olympic cauldron at the 1996 Games in Atlanta and carried the Olympic flag at the opening ceremony for the 2012 Games in London.
Pastor, daughter arrested in GHC300,000 recruitment scam
A reverend minister and his daughter have been arrested by the Keta Police Command as accomplices in a recruitment scam in which some 290 people in the Keta and Ketu South Municipalities of the Volta Region have been swindled.
Already, one Mr. Elias, a Headteacher at the Keta Zion Basic School, has been arrested for the alleged extortion of the over GHc300, 000 from prospective recruits with the promise of securing them non-existent jobs in the country’s security services.
Mr. Elias upon interrogations revealed he and one other person were contracted by a high ranking official of the Ghana Arm Forces to assist in recruiting the youth in the area.
The Keta Police Commander, Supt. Jonathan Quaye, said further probing was carried out leading to the arrest of the other accomplices including Rev Andrews Tetteh, a reverend minister at the AME Zion Church atAmutsinu; a community between Keta and Denu together with his daughter Lucy Tetteh.
Lucy was said to have introduced her suitor; one Dr. Edem Tamakloe, who claimed to be an employee of the 37 Military Hospital to his father.
Her suitor later told her and the father of some job placements in the military, and that his Uncle in the military could be a conduit for them to recruit some youth in the area.
Rev. Andrews Tetteh upon receiving the supposed ‘good news’, also introduced Elias Bidah into the business.
The police are holding the suspects as investigations into the incident continues.
Britons held in Ghana cocaine bust
Four British men are under arrest in Ghana after officials seized £80 million worth of cocaine destined for the streets of the UK, Ghana Daily Mail newspaper has reported. A UK-led international law operation resulted in the seizure of a ton of the drug in a raid on a villa in the suburbs of Accra. One German and two Ghanaians were also arrested following the raid, which was the culmination of a six-month intelligence operation led by UK Customs officers. It is understood that one of the British men was based in Spain and was a regular visitor to Ghana. The raid came after customs officers received intelligence last month suggesting the principal members of the gang had imported the cocaine into Ghana and had travelled there to arrange for it to be shipped to the UK. The drugs were found in what was described as a "specially constructed concealment within the house." Britain’s Customs Minister John Healey said: "A sophisticated, international gang has been dismantled, and a large shipment of cocaine has been prevented from causing harm on our streets." A spokesman for Customs and Excise described the seizure as "huge," particularly given that intelligence had shown all of the cocaine was destined for Britain. He added that it was one of the biggest seizures yet made by customs officers. The customs spokesman said it was too early to say what would happen to the British men arrested, adding only that the judicial process in Ghana was now being followed.
Criss Waddle explains how he met murderd video vixen model
We earlier reported that a video vixen in Criss Waddle’s 'Bie Gya' video has been shot dead and left naked.
AMG boss, Criss Kwaku Waddle has however disclosed that he’s heartbroken upon hearing about how Bridget was shot and what even pained him more was the fact that she was left naked.
According to Waddle, he met Bridget Shiel through a modelling agency and he described Bridget as a lovely lady one would always love to vibe with. He disclosed this in an interview with Hitz Fm.
When asked how he felt, he said, “I’m very sad right now. Bridget was a lovely lady everyone would love to hang around with. I mean I’m just heartbroken. What, she was shot and left naked? Oo, I’m really sad”. He exclaimed.
On how he met Bridget Shiel, he said he met her when he was ready to shoot visuals of his 'Bie Gya' song.
He said, “So I was in Atlanta and at Atlanta if you want models for your videos, you have to contact an agency and that’s how it’s done over there. So the agency sent me 100 beautiful ladies and I chose Bridget among other ladies. She was lovely lady and after we shot the video, we became great friends. The ‘Bie Gya’ video is just not worth it again, oooo.” Criss Waddle emotionally revealed.

Zanetor Rawlings is not a mole in NDC
Mr. Emmanuel Ashaley Tetteh, Klottey Korle Communications Officer of the
ruling National Democratic Congress (NDC), on Thursday, denied media
reports that Dr. Zanetor Rawlings, the party’s Constituency
Parliamentary Candidate, is a mole.
He asked: “What is wrong if Nana Konadu Agyemang Rawlings, who is the mother of Dr. Rawlings, is the Founder and Presidential Nominee of the NDP?
“Does that mean our candidate is automatically a member of the NDP? Is her family ties with the Flag bearer a barrier for her to join the political party of her choice?”
Mr. Tetteh, who was speaking to the Ghana News Agency in Accra, said since Dr. Rawlings decided to join politics, some people are bent to frustrate her and the efforts to link her to the political heritage of her parents, is one of the desperate attempts.
He said the publication also sought to link the constant criticisms of Flight Lieutenant Jerry John Rawlings against the current administration, to justify the insincerity of Dr. Rawlings to the NDC.
“As a Ghanaian, Former President and Founder and Leader of the NDC, is Flt Lt Rawlings not free to speak his mind about political and national issues he is concerned about?
“Can Dr. Rawlings stop his father from attending the NDP Congress in Accra that endorsed her mother as the Flagbearer,” Mr. Tetteh queried.
He called for calm heads in the constituency and for all to support Dr. Rawlings to concentrate on her efforts to win the seat for NDC on November 7 general election.
He asked: “What is wrong if Nana Konadu Agyemang Rawlings, who is the mother of Dr. Rawlings, is the Founder and Presidential Nominee of the NDP?
“Does that mean our candidate is automatically a member of the NDP? Is her family ties with the Flag bearer a barrier for her to join the political party of her choice?”
Mr. Tetteh, who was speaking to the Ghana News Agency in Accra, said since Dr. Rawlings decided to join politics, some people are bent to frustrate her and the efforts to link her to the political heritage of her parents, is one of the desperate attempts.
He said the publication also sought to link the constant criticisms of Flight Lieutenant Jerry John Rawlings against the current administration, to justify the insincerity of Dr. Rawlings to the NDC.
“As a Ghanaian, Former President and Founder and Leader of the NDC, is Flt Lt Rawlings not free to speak his mind about political and national issues he is concerned about?
“Can Dr. Rawlings stop his father from attending the NDP Congress in Accra that endorsed her mother as the Flagbearer,” Mr. Tetteh queried.
He called for calm heads in the constituency and for all to support Dr. Rawlings to concentrate on her efforts to win the seat for NDC on November 7 general election.
Nov. polls: Media a danger to Ghana’s peace – Peace Council
The National Peace Council has cautioned the media to act professionally in the discharge of its duties to prevent plunging the country into chaos during the 2016 elections.
The National Peace Council made the statement during an interaction with the media in the Eastern region on Thursday under the theme: “Cooperation for Peace: The Ghana Agenda for 2016 Violent free Election".
Speaking at the forum, the Eastern regional Chairman of the Peace Council, Rt. Rev. Dr. Emmanuel G.L Twum-Baah, said the media can be a threat to the Peace of the country as the nation heads toward the November polls.
"The Council finds it worrying that pockets of electoral violence erupt in the region as a result of media misrepresentation of facts.
“The Media can be a threat to the peace of the nation if practitioners collaborate with people seeking unfair advantage through unjust means. This is generally the concern of the peace council"
Rt. Rev. Twum-Baah charged the media to be circumspect before during and after the 2016 general elections.
The Deputy Director of the Electoral Commission, Mr. Gabriel Dei said the acrimonies and agitations surrounding the work of the EC are as a result of mistrust by politicians but worried that the media is exacerbating the issue.
The Paramount Chief of Manya Krobo traditional area, Nene Sackitey II, urged the media to cross check facts very well before they broadcast before, during and after the election in other to help sustain the peace of the country.
Voter roll: EC's 'blatant' disobedience of SC 'curious' – DI
Think tank Danquah Institute (DI) says it is concerned about the “blatant and curious posture” of the Electoral Commission (EC) against obeying a clear and express order of the Supreme Court to take immediate and necessary steps to clean the register of both dead people and voters who registered with their National Health Insurance (NHIS) cards as proof of nationality.
According to the group, Ghana has a few months to the presidential and parliamentary polls, therefore, the EC will have to act quickly on the orders given by the Supreme Court.
“It is important to recognise that going by the proposed November 7 date, we have just five months to vote and the law imposes a mandatory freeze on any modification of the active register for this year’s elections, 60 days (or two months) before voting. This means, the entire process of deletion and re-registration of millions of names must be completed before September 7 if the November 7 date should hold,” a statement released by the DI stated.
The Supreme Court held on May 5, 2016 that: (a) “That the Electoral Commission takes steps immediately to delete or as is popularly known ‘clean” the current register of voters to comply with the provisions of the 1992 Constitution, and applicable laws of Ghana; (b) “That any person whose name is deleted from the register of voters by the Electoral Commission pursuant to order (a) above be given the opportunity to register under the law."
But the group noted that: “Today is Thursday, June 2, 2016. Nearly one month since the Supreme Court gave its ruling on Thursday, the May 5. Rather than taking ‘immediate’ steps, as ordered, to delete the names of those who registered using NHIS card, it took the EC two whole weeks to study the judgment and come out publicly to announce on Thursday, May 19 that the Court did not order it to delete the names of NHIS registrants.”

IS EC PREPARED FOR NOV 7?
By the middle of July, the nation expects it’s sovereign Parliament to debate and vote on the constitutional amendment intended to change the date for holding general elections in Ghana from December 7 to November 7. Since, 1992, when the presidential election was held in November, all subsequent ones were held on December 7. The bill needs both Parliamentary Majority and Minority to agree in order to become law.
Whiles it is generally accepted that there are very sound reasons informing the push to hold, especially, the presidential poll, two months before the January 7 swearing-in date, the Danquah Institute (DI) is concerned about: the practical preparedness of the Electoral Commission (EC) to make the November 7 date happen, and the intention of the Commission to give Ghanaians a free, fair and credible elections, which must be the overriding issue.
Our concerns are mainly due to the blatant and curious posture of the Electoral Commission against obeying a clear and express order of the Supreme Court to take immediate and necessary steps to clean the register of: both dead people and the millions of names which got onto the electoral roll using NHIS cards to establish eligibility, and for the EC to give the eligible Ghanaians among them the opportunity to re-register and in time for the 2016 polls.
It is important to recognise that, going by the proposed November 7 date, we have just five months to vote and the law imposes a mandatory freeze on any modification of the active register for this year’s elections, 60 days (or two months) before voting. This means, the entire process of deletion and re-registration of millions of names must be completed before September 7 if the November 7 date should hold.

Today is Thursday, June 2, 2016. Nearly one month since the Supreme Court gave its ruling on Thursday, the May 5. Rather than taking “immediate” steps, as ordered, to delete the names of those who registered using NHIS card, it took the EC two whole weeks to study the judgment and come out publicly to announce on Thursday, May 19 that the Court did not order it to delete the names of NHIS registrants.
A week later, on Thursday, May 26, a member of the Supreme Court panel, Justice Jones Dotse, in the presence of the Supreme Court judge who read the unanimous decision, Justice Sule Gbadegbe, was compelled by the strange behavior of the Electoral Commission to set the records straight.
In line with the Code of Conduct for Judges and Magistrates, which allows a judge to “explain for public information… what may be learned from the public record of the case,” Justice Dotse took pains to explain the May 5 decision: “The Supreme Court was quite forthright and clear that the use of the NHIS cards is unconstitutional. The criteria for the NHIS cards were not based on Ghanaian citizenship but only on residents in Ghana. So, any foreigner who is resident in Ghana for six months and more can register under the NHIS card. That was the basis upon which we base our decision in 2014.
“And in the recent one, we said the use of the NHIS is, therefore, unconstitutional. [The EC] should take the opportunity to clean the register of those undesirable persons. We also did not want to disenfranchise anybody so the Supreme Court went on to say that anybody who will be affected by that exercise must be given the opportunity to register, according to the law and constitution.”
It is recalled that the Supreme Court declared in the first Abu Ramadan case in 2014 that “upon a true and proper interpretation of Article 42 of the Constitution, the use of the National Health Insurance Card as proof of qualification to register as a voter pursuant to the Public Elections (Registration of Voters) Regulations 2012 (C.I. 72) is unconstitutional, void, and of no effect.”
158 Days to Nov 7 Date
As it is now, the EC says it intends to hold the 2016 general elections on November 7. This means that we have 158 days to the polls. Already 26 days have gone by without the EC manifestly taking any steps to comply with the decision of the Court.
The truth is that, as much as it is showing such great reluctance to obey, the EC cannot escape from the Supreme Court decision. It has no choice but to comply. This brings up two key questions:
(1) What are the necessary legitimate steps that the EC should and must take in order to delete those millions of names and re-register those who are eligible to vote?
(2) Will the EC be able to comply with the order in full and still hold the general elections in November rather than December?
Background
Before we proceed to discuss the two issues above, a little background on the November 7 date should help. In its April 2015 report, the 10-member Electoral Reforms Committee set up by the EC which included the EC, political parties and civil society groups recommended the change of polling date to November 7.
This was a proposal from the Institute for Economic Affairs (IEA), which had argued that “bringing the Election Day forward to November 7 will allow ample time for run-offs (which are expected to be conducted three weeks after the general election) and settlement of possible disputes after the election.”
Last month, leadership from both the Majority and Minority sides of Parliament raised concerns over the practicalities of holding this year’s elections on November 7.
According to a Daily Graphic report, “while the Minority says the posture of the EC, especially its Chairperson, Mrs Charlotte Osei, did not support consensus building, and for which reason, there could be problems in the processes towards changing the date, the Majority Leader, Mr Alban Bagbin, said time might not be on the side of the processes for an amendment,” the report read.
The 1992 Constitution and Constitutional Amendment
What then does the Constitution say? Article 291 (1) of the 1992 Constitution states that a bill to amend a provision of the Constitution which is not an entrenched provision shall not be introduced into Parliament unless: “(a) It has been published twice in a Gazette, with the second publication being made at least three months after the first; and
“(b) at least ten days have passed after the second publication.”
Article 291 (2) reads:
“the Speaker shall, after the first reading of the bill in Parliament; refer it to the Council of State for consideration and advice and the Council of State shall render advice on the bill within 30 days after receiving it”.
Further on, Article 291 (3) and (4) say: “Where Parliament approves the bill, it may only be presented to the President for his assent if it was approved at the second and third readings of it in Parliament by the votes of at least two thirds of all members of Parliament.
“Where the bill has been passed in accordance with this article, the President shall assent to it.”
On the issue of time for the amendment, it is quite clear that so long as the amendment can carry a two-thirds majority of the entire House, it can pass. This would require at least 30 Members from the Minority side joining forces with all MPs from the Minority side.
PARLIAMENT MUST STAND FIRM
This is where we will urge the Minority to stand firm on the side of a credible, free and fair elections when this matter comes up.
In as much as the country appears to be desirous of and impatient for change, the Minority should not allow the EC to impose a November 7, 2016 date on us if it cannot convince the country that it has taken the necessary, legitimate, logical, efficient and impartial steps to give Ghanaians a clean register as ordered by the apex court of the land.
So far, the Charlotte-Osei-led electoral management body of Ghana has shown nothing but odd contempt at all efforts to address the issue of Ghana’s bloated register. It ignored calls from political parties and civil society groups to have a new, credible register.
It ignored proposals from its own Panel of Experts to undertake validation (or authentication or verification) of all existing voters to clean the register.
It is currently trying to frustrate the strict, express order of the Supreme Court to clean the register.
Indeed, the only other main stakeholder in the electoral process that is vehemently opposed to removing the names of NHIS registrants from the register and allowing them to re-register is the ruling National Democratic Congress (NDC). This, unfortunately, creates the unhelpful impression that the EC is working with the ruling NDC to rig the 2016 general elections.
The EC has, with apparent ill motive, wasted a whole month that could have been employed to start the process of cleaning the register. Yet, it is asking the people of Ghana, through their parliamentary representatives, to vote to amend the Constitution to hold the elections a month earlier.
What this could effectively mean is that once the constitutional amendment is passed and the EC gets its way, the Commission is likely to hide behind it to frustrate an efficient process of deletion and re-registration as ordered by the Court. This should not be allowed to happen.
Woyome blocks government officials from valuing his house
Businessman Alfred Agbesi Woyome on Thursday prevented officials
of the Attorney-General (AG)’s department and the lands commission from
accessing four of his houses at Kpehe in Accra.
Although the court in 2014 ordered that he refunds the money to government chest, he has failed to do so, despite several promptings from the state.
The situation has compelled the A-G to initiate plans to sell Woyome’s house in order to defray the debt.
The first step involved valuing the house in preparation for auction, a move that Woyome blocked today.

The businessman later told Accra-based Joy FM that he prevented the officials from valuing the property because such an action would constitute an illegality.
